Okay I went out this morning and had a dead battery in my car.
I have a 6 amp, 12V car charger that I have had it hooked up too... here is my question
When I hooked up the charger I got a small spark when hooking to negative terminal
When I had tried jump starting it also today there was no spark at all from jumper cable hook up
Why would the charger spark but not jumper cables?

Current availability of the charge over the jumper systems.
Sparks can be a hazarded.
Other reason such can happen less of a load today than before....
Take this to some one and find out why your vehicle is drain the battery.

Is it possible for a car to not jump start but a slow charge works?

Probably hooked up wrong. A lot of instructions say to connect the negative to the frame of the dead car, but I've found that this never works and the cable needs to be connected to the negative terminal in both cars.
If you can't get it started, remove the battery and take it to your local place to have it tested.
Anything under 12.2V will need to be replaced.

That's normal. If you would have your headlights on when you hooked up the jumpers you would have seen a spark. With no load going out of the battery, no spark.
Charger is different. It is attempting to charge your battery. doesn't matter whether it's the positive or the negative, which ever is hooked up last from the charger is gonna spark if you have the charger plugged in before you hook it to the battery.
It's best to hook the charger up first and then plug it in.

As long as you connected things properly, there is always some current flow so a little spark is no big deal, other than the hazard of the spark itself as mentioned earlier.
