I have been searching and searching to try and identify this doll. Her only Mark's are 9 and a small a next to the upper rim of her head. No Mark's on body. Straight wrists. Approx 21 to 22 inches to top rim of head. I would appreciate any help. I have exhausted all attempts on the internet. Thank you!

Your doll is definitely German, circa 1890's-1910's. I am not sure about the maker, the heavy eyebrows remind me of dolls made by Kestner, that's just a guess, not a sure thing. Very pretty doll, by the way.

Thank you so much! I have had a horrible time trying to find her. I was told she was a french doll and she did come with beautiful layers of antique clothes and authentic e. jumeau deposee doll shoes. Thank you for your information. I appreciate it! 🙂

May I ask you another question
Is her body also german?

You're welcome.
The body is more than likely German, although German bisque heads are sometimes found on French bodies.
