Hard to get an accurate picture but they a pale blue, not green or black. Will Oxy 10 remove them ?

Those probably started out green or black but having penetrated the plastic turned to blue; I doubt they will come off.

I'm not sure but I think as long as you remove the item from the environment that caused it, they will not.
We have an unfinished below grade basement and many of the items in it display the same splotches. Anything of value has long since been removed.

The 'marks' were disclosed and pictures were shown so I was aware she had some issues. The seller had no idea what they were but I was hoping it was removable. Not upset with the seller, I'm still happy with the sale. 🙂

You can try removing the spots with Goof Off, which can be purchased at most stores, Walmart and simulator, or hardware stores. But be warned, Goof off can be very destructive to particular plastics, usually hard type plastics, so if you try Goof off, only try a tiny bit on the bottom of the doll's foot to start with and wait a bit before trying it anywhere else, and only use a small amount of the Goof off, and apply it with a damp cloth, and rub it back and forth in a caring way, them wash the Goof off, off wish a cleaning fluid like dish detergent.
I; myself have used Goof off to remove unwanted stains from dolls and other things with much success.
