Whoever Manchester was, s/he copied a very famous painting -- but my brain is frozen and I cannot think of the artist or the name of the work.  Someone will be along soon with the correct identification.

Late 19th cent copy of a 17th c child portrait. Show a pic of the back showing the stretcher bars for a possibly more  accurate date.

Got it!  Anthony Van Dyck.  One figure from this portrait of Van Dyck's of the children of Charles I.

Yes, that is the infant James II (son of Charles I).
