How to best describe coin minting error for listing?

Hello Everyone,

 

I found this oddball 2000 D US Quarter in my drawer and would like to get some insight into it's rarity and proper way to list descriptively while accurate.  I realize this isnt a blank and is a planchet that has been struck (but not pressed(?) maybe).  If you could offer any insight, that would be trememdous!

This looks like post-mint damage. Someone ran it through a milling machine to upset the edge.

It is not an error.
Someone made that damage by tapping the edge with something like a spoon.

Someone started to make a coin ring. Not an error coin.
