Quarterly store credit denied by eBay shipping supplies store

Has anyone else been blocked by eBay shipping supplies store and denied access from using your quarterly store credit? Also does anyone know the physical address of eBay? Called customer service and they will not give the address for written correspondence.

For what it's worth, I've never heard of it happening to any seller.

Last 1/4 coupon I used was on April 1st.    And had no issues.
