Multiple BROKEN PROMISES by Ebay Seller to make refund

Despite a month of waiting, seller has NEVER credited back $36 he promised NUMEROUS times to do.  Here is his latest written promise: (How do I report this to Ebay?)

Did you fille an actual not as desctribed case and provide the tracking number to prove the item was returned?

I am not understanding your question. Why did the seller owe you another $36 after you received your refund?

If the $36 was to pay return shipping for an item they were supposed to pay the return shipping, you get the money up front.
