I bought an item that I returned based on poor images and did not get the E bucks credited back. I contacted them several times on this via email. What's the next step? Any help would be appreciated.

Does tracking show that the item was delivered back to the seller?
Was a refund actually issued by either the seller or eBay Money Back Guarantee?
If the refund has been issued, the funds should go back onto your original certificate # (since it hasn't yet expired).

Why did you buy it with poor images. Then complain about it. As for the e bay bucks you will not get them back. I hope you got your item price refunded. If you can not see clearly what you are buying sounds sorta wrong to buy it. I do hope you the best if future buying. With best wishes kindness of thoughts.

It was returned and I got refunded but not the ebucks back. I contacted their email numerous times.

Do you have highlighted lines on your eBay Bucks page, what do they say?

It just shows when the certificated was issued. Then it has some ebucks credits based on later purchases. This is the sort of thing that is causing people especially sellers to do a lot less business on ebay, there is no way to get directly to customer service.

Does it show "$0.00 $0.00" just like on the second-last line in the screenshot for the item you bought and returned?

No, it just shows the $37 plus certificate issued. After contacting them a number times on this, I got an email that as a "courtesy" they were refunding me part of the money back! How rude and insulting to call it a "courtesy" when the money should be put back into ebucks automatically!
