Credit Card chargeback ?

ordered 80 dollars worth of books that never arrived although tracking shows delivered.  ebay has ruled in favor of seller.  can i have the credit card company reverse the charge ?

If you file with your card company, the claim will go to ebay and they will likely refute the claim buy showing "something was delivered somewhere".    Read the following FIRST, for you may get faster results after you determine if item was simply "mis delivered":

It appears you are a victim of the "fake tracking scam". When you file an eBay claim for item not received, and there is a record of "delivery", the automated system and the regular customer service will not validate the tracking and you lose. If you appeal with the same information, you will lose. If you file anywhere else (i.e. PayPal or your credit card) for "item not received" you are likely to get the same result unless you provide information regarding the scam. Nobody is going to check to see that the tracking is for a parcel that was actually shipped before you even paid, or was for a 50 lb. box when your item was only 4 ounces.

 

But all hope is NOT lost.

 

There is usually really good eBay money back guarantee protections in place

 

UNLESS

 

you are a victim of the "fake tracking scam".

 

There is something you can do, but it is NOT going to involve calling or chatting with the lower tier eBay customer service anymore.

 

Just for starters, since you have the tracking number go here, and select the carrier and input the number.

This site just might show you exactly where/when the parcel originated, size/weight, and intended delivery address (unless it is a USPS number).

Go check on it, and make a screen shot. The details should show the street address (not yours).

You can get help for your issue. Typically it requires that you have some documentation from the carrier that the tracking number is NOT related to a parcel shipped to your address. That is sometimes difficult to obtain. For USPS parcels, it may require a visit to your local Post Office. If your seller is already Naru'd (no longer a registered user) that is a good thing, too. It means eBay already knows about the scamming adventures, and does not want to lose anymore of eBay's money as a result.

The eBay staff that monitors the messages here are well aware of the fake tracking scam. Better yet, they actually have the authority to do something about it. You will need to message with your name, contact information, user ID, item/transaction number, any documentation you may have about the parcel/tracking. You need to mention that your 'seller' is no longer a registered user as well if that is the case.

Before you venture down that path, you need to do a couple of things. First, contact the carrier and ask them to check the GPS scan they took when the package was delivered. If it's nowhere near your address, go to https://www.ship24.com/ and enter the tracking number. You may be able to find out the address that was on the package. There's a common scam now where sellers send a worthless item to a random address in your zip so the package registers as delivered.

 

If you find from this that the package wasn't addressed to you, your credit card will most likely allow the chargeback. But without some tangible proof the package was shipped elsewhere it's iffy whether they'll allow a chargeback.

The items could also have been stolen off of your property.

That would be a claim for your homeowners insurance after making a police report..

You appear to purchase from reputable sellers, so I am thinking it is more likely to be theft after delivery as above post

Before going to your card provider, if it has been less than 30 days since ebay closed your item not received dispute, you can appeal the decision.  You would need to use the links given in @ittybitnot 's post to get the information needed to overturn the decision, or to get your card provider to do a charge back.

 

If the books were sent via USPS you can request the GPS delivery coordinates from their customer service site.  Or you can take your Order details to your local P.O.  Ask the clerk to check the address on the label against the order details. Also have them check the package type/size/weight to see if it matches what the books should be shipped in.   If any of the info does not match up, ask the clerk to write a note on USPS stationary stating in General, (they cannot give specific addresses)  the address on the shipping label did not match the one on your order details, and if applicable that the package type/size/weight aren't compatible with what should have been sent.  Have the clerk sign the note.  Yu can add a clear photo or scan of the note to an appeal or to a Facebook help request, then if needed to your card provider.
