Can I order goods in Belarus?

Hello. How can I buy postage stamps at auction? Website blocks bids due to location, although the seller makes a shipment to Belarus.

Just because a listing may state Ships to Worldwide, does not mean they will ship to your country.  On a listing page there is a Shipping, returns & payments tab. If you click on that a page will open that will have a drop down  list of countries a seller will ship to. If Belarus is not on that list then the seller does not ship to your country. 

Just so you know. Because you are just now starting to buy on ebay, you will have a limit on how much you can spend or buy at one time, until you prove to be a reliable buyer who pays for their items. If you joined ebay from one of the European based site's you would gave to search its policies online.  Try:  New member buying limits, ebay   choose your home site's address from the list in the second link below.
