Buyers can't pay

I have ordered some item from ebay, but I can't paid via my paypal account. Why does it happen???

Somehow I thought that Sri Lankans had to have a Payoneer account.

No, Payoneer is only for receiving payments from Ebay.

They can use Pay Pal to pay, they just can't receive funds through Pay Pal.
