Help with rain cape outfit ID

I have scoured the internet looking for info about this outfit but have come up with nothing.  Does anyone have info about it? It has no tags, so I don't know where it was made. This is from my childhood collection, so it would have been from the late 60's to the mid 70's. Thanks for any help!

Hello hope all is well, at first I was wondering if this was a clone outfit (a outfit of a doll similar to barbie) but I believe this is a homemade outfit it does look reminiscent of vintage/mod era barbie as far as the style. Mattel used to release clothing patterns Incase you wanted to make your own clothes for Barbie, I believe this is most likely a homemade outfit using one of those patterns  hope this helps! I included a photo of one of the pattern books that were sold back in the day
