My auction style listing had 7 days with 0 bids.Shortly thereafter before ebay re-listed it I got a message. A fellow ebayer said in the message that since nobody wanted it he would give me the starting price + shipping. Its been re-listed. Can I end the listing now and re-list it as a buy it now price? And then tell him to buy it now?

You have no way of knowing that the member will actually buy the item nor actually pay for the item.

Invite them to place a bid and wish them luck.

There is no need to cancel and relist in this situation.  Since it has never had a bid and has more than 12 hours left, you can revise the listing to add Best Offer for him to make you a proper offer that you can accept.
