deadbeat buyers increasing?

I've had a string of 6 deadbeat buyers in a row lately.  Is anyone else having this problem? Ebay doesn't seem to care as they don't even publish how many bad strikes a buyer gets before losing buying privileges.

Ebay states:

All unpaid items are recorded on a buyer's account. Buyers who have excessive unpaid items, or canceled transactions, may have limits imposed, or lose their buying privileges.

 

Set your Buyer Requirements to  Block buyers who caused cancellations of 2 unpaid purchases within 12 month(s).

Of course eBay cares. That's why they give you a process to follow to cancel the item for non-payment so that the buyer receives a strike. They give you the option to block buyers with two or more unpaid item strikes in 12 months. They restrict the buying of repeat offenders.
