Virtual Assistant REFUSES to connect to LIVE AGENT

Has eBay stopped LIVE AGENTS after a certain time of day?  Regardless of what I request, VA states to EMAIL and I will get a response in 2 days!!  Two days??  None of their articles explains the instructions I need.
