Storing with dryer sheets

I just purchased a new garmet that has a very strong odor, probably from dryer sheets. The sellar won't tell me what the odor is. I was sent a replacement but it has the same odor. Do some sellers store new garments with dryer sheets? Why does Ebay allow this? It could be a way of disguising a used item sold as new WOT, but in this case I do belive the item is new. The sellar has offered to refund my money but the purchase has been an unnessary hassle.
