The Buyer never paid for this item.
Buyer never accepted the Global Shipping Program.
After communicating with the buyer I had no option other than cancelling the transaction and relisting the guitar.
I do not feel this item cancellation should count against my product returns ratio and hurt my Top Rating Performance Ratio.
Hopefully this message can be forwarded to someone who can help befor the August 20th evaluation.

Call eBay and explain that the buyer didn't pay. It sounds like you selected the incorrect reason when you canceled the transaction.
A cancelation request should only be used when a buyer has asked to cancel a transaction.
Seller initiated cancelations (I think that's what happened here), will get a seller a defect and possible negative or neutral feedback. You can get your final value fee refunded, but not any upgrade or listing fees.
An unpaid item case should be opened and closed when a buyer does not contact you or communicate with you.
