Buyer has requested I send them my Paypal info so they can pay for item. They are outside country and are a new member as of today. They want me to email them with my Paypal info.

No, don't do any of that. "Buyer" can pay the normal way, through eBay Checkout. If he doesn't pay, you can open case in 2 days. (Scammers don't have PayPal accounts.)
A scammer will ask for this because he wants your email address and then he can send a fake PayPal payment notice and trick you into sending the item for free.
