Problems with item sent to the wrong address

I recently bought an item in july

little did i know i put down my old address on it and now I can't go get my items

I've talked to my apartment complex said the package is in my name and i should be able to get it 

of course they laughed at me when i said it and was unwilling to work with me

When i talked to the seller he said it was shipped and delivered but it was delivered to the wrong address which is what i keep saying to him

I don't know what to do so i've requested a refund because i didn't technically receive my item? 

If there's another solution to this I'm all ears and yes i know it was my mistake not the seller's but it should have been a simple fix

When you check out thru ebay, you are asked to confirm the address showing or edit it.  You confirmed the address and seller shipped item to address you confirmed.  How is it you expect seller to refund you for your mistake?  Seller has tracking showing item delivered to address you gave so seller is no longer responsible.
