I blocked a country in exclude shipping locations still a buyer is able to buy item

I blocked a particular country still a buying is able to buy item by updating address to one in US. Now I will have to ship to a forwarding agency. I have had very bad experiences with forwarding agencies. they often have a wrong address and DHL charges me hefty address change fees and I fear if item is not delivered or refused DHL wont send it back or will charge a lot of money to send it back

@greateasterndeals   You can cancel the sale as problem with buyers address.

Then once the buyers funds finish processing then you get the money back.  This is the way all refunds and cancelations work with managed payments.

You are required to ship to the given shipping address in a location you set up to ship to.   Your responsibity is to get it to that location as described (forwarding it voids the Money Back Guarantee).  Unless you have good reason to believe that THIS address is bad you ship it there.
