Ebay has a 30-day Money Back Guarantee so you have Buyer Protections after purchase. If the Seller has not shipped your order, once it is past the estimated delivery date, you can open an Item Not Received case. If you receive an incorrect item, you can open an Item Not as Described case. The Seller will be required to respond.
