Fraudulent buyers

I’m new to selling on EBay,  why do they allow buyers to create usernames that say “seller please text this number”. This has happened twice already on items I’m selling.  They are the winning bidder but never send payment.

When a buyer does not pay, cancel the transaction after 4 days of non-payment have passed, specify "buyer didn't pay".

1. In Seller Hub, go to Orders.
2. Find the order you want to cancel, and from More actions, select Cancel order.
3. Select "buyer didn't pay" as the reason for the cancellation and then select Submit to finish.
