2021 Tax year: Transaction Report woes, makes no sense.

I downloaded my ebay transactions report for 1/1/2021 to 12/31/2021 period but when I open it using Apache Open Office spreadsheet (operates just like MS Excel)  I get nothing but the following text across an otherwise blank spreadsheet:

"Exchange rates are from the transaction currency to the payout currency for order, refund, claim, and payment dispute transactions. Exchange rates are from the payout currency to the transaction currency for other fee and shipping label transactions."

What rules do I need to follow?  Thank you.

The transaction reports are CSV files, so select delimited, then comma as your separator.
