Need help with international shippment

Hi , I have some offers from internationals buyers, however my listings doesn't showing me option to print international shipment labels!  I checked all setting. I am enrolled to Global shipment . Shipment options only include USA. Anyone with experience can help me to understand what I doing wrong.

If you are in the Global Shipping Program you only need to ship to Erlanger, Kentucky.
