Payment of ad fee for canceled order

The buyer paid for the product and immediately asked to cancel the order, I was charged about $40 for ad fee with Payoneer. Will these funds be returned to me or not? Has anyone experienced this?

You should see a fee credit in your eBay account for the PLS fee.
