Need help with identification

Anyone know who this outfit belongs to? It's sealed in cellophane so I can check for a label. The white boots are hard plastic and it looks like the snaps on the skirt are round not square.Thanks in advance.

I have an adorable 251 Benjamin that I got at an “April in Paris” event in 2006 with the initials RSS on the head that I’m trying to find out who RSS is. The Center S is larger than the other two letters. Any ideas, anyone? Thank you…Bonnie

Ideal Doll Tote-A-Tot Junior
