You must show us the whole work, front and back. An artist's medium, technique, subject matter, color sense, and so on, are as much -- actually, more -- his signature than a name or initials on the work.

You are asking us to identify these initials entirely out of any context. I can't even tell what the initials are on let alone know the what the item looks like altogether. Please provide a photo of the entire piece with some details about it.

This looks like a monogram T B, with part of it obscured by the mat.
I can't tell for sure from the little snippet, but it might be an engraving or etching, with the monogram being signed in the plate. If so, there might be handwritten information (title, signature, date) below the image, which would probably also be obscured by the mat.

The font looks like something seen in the 15th-17th century. German.
Boy, will my face be red when you show the entire artwork and it turns out to be a print from Harry Potter gift shop 🤔.

So we're looking for an artist who was active in the 1860s. Have you done an internet image search to see if you can find a match to your work? And there are web sites where you can go to search for artists' monogram signatures. findartinfo.com. (I'd start by with British-looking names.)
