I called the fraud number (1-866-961-9253) and they say that you can get to "phone and chat" at the bottom of help pages. I can't find either.

I received an damaged item that cost over $50 to ship. Seller says paid for insurance and wants to put in a claim to the USPS. Is it better for me to just request to return it through eBay?
