After bidding on an item, for .38 and free shipping, I was told I won but that i owe 1.90. How is this possible? It seems impossible to actually contact a person at eBay. Please help.

While i was bidding on several items, suddenly 6-8 of them had bid retractions immediately before bidding ended. This sounds like fraud to drive the price up.
