My managed payments balance is wrong

So basically my managed payment balance is wrong and I can't reach Ebay customer service. What should I do?

Ebay is trying to charge me 35 cents for revision?

I was trying to delete couple words in description and DID NOT add any new features but Ebay keeps showing I will be charge 35 cents for revision. Did they change their rules AGAIN? This is so frustrating beyond my understanding.
