Hi. Can anyone guide me to making a "refund-request" from a seller?

Seller quoted "free shipping" in listing, then invoioced me for shipping charges. Ebay agent suggested that i purchase, paying shipping, then do a "return-refund request" to recupe the shipping charges. I'm not sure how to start the process.
