see anything that said it was actually intended to be delivered to

I don't know if anyone has responded to your concerns about the FVF yet
(I confess, I have not read the entire thread), but when I make a refund
and choose "shipping discount" as the reason, the FVF on this refund
gets refunded by eBay.
BTW, this is considered "auction interference" and you should report it
as such. I've always felt that got a little more attention from eBay
than NPB issues.
