Sellers who generate shipping label to comply with Ebay rules, but dont give package to carrier for days.

Buyer asking if I am contracted to sell item on Ebay. I haven't answered yet, because it sounds like this may be heading in a direction not allowed on Ebay and I don't want to be involved in that. I'm asking how to best deal with this?
