Help with identifying

I did a google lens search of this item and still unsure what this could be?

Possible pocket watch salesman sample of how it works inside..

A balance of sort.. the middle prong will move to the center if it is standing upright?

I just don't know for sure..

Some indication of size would be helpful, also any markings at all....

Just off the top of my head it looks like it might be weight-scale related

No markings... 2" Tall and 2" wide... Looks like a pocket watch without the insides..
