STAR WARS JAR JAR IN CARBONITE - RARE EDITION? COMIC-CON VERSION? BOOTLEG?

I found this at a local thrift store today. When I looked it up I was pleasently surprised when I saw prices on eBay from $200 & up!

But then I noticed that none of them looked like mine. So I googled it, looking beyond eBay but I still can't find another on a backing/card like mine!

Is this a rare edition?

A comic-con version (although I tried that too)?

A bootleg?

I appreciate any help with this!

 The Attack of the Fans  and snarky description on the back leads me to believe this is a home made card.
