I have a miniature sheet of 4 with (all ) color missing. Anyone have any information for what I have?

It's possible that this is printer's waste, especially if there's no gum on it. If your sheet has gum on it, then it seems plausible that it is an error. Another positive aspect is that it was perforated, something that wouldn't have happened if this was a waste sheet. Couldn't be a proof, since single-color proofs wouldn't have been perfed either.

Austria did issue black, imperforate black prints of various stamps.
A search shows that France International (http://www.stampsbythemes.com/kall/tall0003.htm) is selling a right vertical pair of your stamps at US$60, calling them privately perforated.
This seems wrong as searching ebay shows this black print sheet of 4 is perforated and it is being offered at "Buy It Now" as low as US8.

The sheelet has gum and is Never Hinged (unmounted for those across the Pond)

Richwong is correct. Michel Austria Specialized lists a special black sheetlet of 4 made for (given out?) at the TRILATERALE '88 exhibition in Salzburg. See Gedenkblatter #9. 15,000 sheetlets CV 45.0

What colors do you think are missing?
Have you measured the perfs to determine if they are correct?
Have you checked the gum to see if it was added? Gum in perfs?

Perfs are 14 on both the colored and block of 4. Perfs are crisp and clear of gum.
Here's a single copy, superimposed on the block.

Since this sheet is currently on offer on eBay for a pittance, with no interested buyers, it is not credible that anyone would go to the trouble of faking one.
