What options as a seller is there for when you send an article by regular mail and the international mail of each country does not scan it when delivering it and the person says he did not receive it and you have to return the money and the seller loses the merchandise?

You can limit your international sales in the future to countries with tracking. But in this case there's really not much you can do. Without confirmed delivery eBay will side with the buyer.
