USPS keeps shipping despite delivering smashed package

I have lost the fight with USPS. They won't reimburse shipping for a package delivered with a large hole in it and the item smashed to pieces.  They paid for the item only. I reimbursed my customer the full amount, so I have lost money.  I don't know how anyone can be assured of not losing money with them, if they can deliver damaged packages and still keep what they charged.   I ship a lot of glassware, so I'm concerned I will be losing a lot of money.  I pack very securely, lots of bubble wrap and buffering in the box.

Did you have insurance on the item?

File a claim if you did.

 

You might need to ask buyer to keep the item and all packaging materials in case USPS wants to see them.

Nothing tastes as good as being thin feels.

USPS completed the delivery. You received the service that the postage paid for, so that's not refundable. Surely you can understand that, can't you?

USPS's insurance policy will reimburse postage only if the package is lost.  This is clearly stated on their site. It is the terms under which you obtained the insurance, so there's no point in  expecting reimbursement for the postage whn it wasn't part of the original arrangement.

USPS insurance doesn't cover the postage, which seems wrong to me, but that's the way they set it up. I don't agree that the sender received the service paid for, since the sender paid to have the package delivered in the condition in which it was sent. Unfortunately, I don't get to make the rules.

The DMM text about insurance coverage used to say that postage would be reimbursed if the package was "lost or completely destroyed."  I suspect that USPS got tired of arguing about what constituted "completely destroyed" which is very clear in some cases but not in others.  They still reimburse postage for lost packages.

It had insurance, the postal service reimbursed for the item only.  I sent pictures of the damaged package and item, they won't reimburse the postage. I appealed their decision twice.

they didn't do what I paid for, can you understand that?  I paid them to deliver an undamaged package.

Its condition at delivery is covered by insurance.

I remember a time when USPS did reimburse postage if the entire contents was totally damaged. Before they changed their website format a ways back here's exactly what USPS said

 

"Loss or Total Damage

If the insured, registered, or COD article is lost or the entire contents totally damaged, the payment includes an additional amount for the postage (not fee) paid by the sender. Postage for Priority Mail Express is refunded under 604.9.5."

INELIGIBLE Items

  • Parcels containing matter offered for sale, addressed to prospective purchasers who have not ordered or authorized their sending. If such matter is mailed, payment is not made for loss, missing contents, or damage.
  • Coverage is not provided for consequential losses, delay, spoilage of perishable items or prohibited articles. 
  • Articles so fragile that they cannot be carried safely in the mail regardless of packaging.
  • Articles not adequately prepared to withstand normal handling in the mail. As a rule, any mailable package should be insurable.
  • Mail not bearing the complete names and addresses of the sender and addressee.
  • USPS Marketing Mail letters, flats, and non-flat machinables.
  • First-Class Mail and Priority Mail correspondence.


Additional Services

  • When an item is insured for more $500, the following services can be purchased:
    • Insurance Restricted Delivery (instead of Insurance, alone)
    • Return Receipt
    • Electronic Return Receipt
  • Adult Signature Required and Adult Signature Restricted Delivery are available for insured Priority Mail Express, Priority Mail, and Parcel Select Non-presort.

Payment

  • The fee and postage may be paid with postage stamps, meter stamps, or permit imprints.

Things to Keep in Mind When Purchasing Insurance:

  • Because NO record is kept by the mailing Post Office facility, the sender needs to keep the receipt for making a claim.
  • Insurance may be purchased for perishable items. However, the claim will not be paid if the item is spoiled.
  • Postage (but not the insurance fee) may be refunded in a claim if the insured article is lost.
  • Cash: When a claim is filed, money is replaced at the insured value
    • After proof of value is shown (if the actual value was less than the insured amount, then only the actual value is paid) and
    • After the claim process is completed
      • Important: Customers sending a significant amount of cash should verify with the local office what is considered valid proof of value before mailing the item. Customers should also verify that it is packaged securely enough to protect a high value item from being harmed during regular mail processing.

You have a good argument.  Unfortunately, USPS's argument is that insurance doesn't cover postage on damaged items.

 

You might be able to wrangle a courtesy credit by contacting the USPS Consumer Advocate, but they apparently are not going to cover this any more.
