UK - Held by Customs (sent via eBay International)

So I purchased an item at about $320 on eBay.  Was to be shipped via the global shipping scheme which I’ve done plenty of times with no issue.  I paid $77 VAT and $22 in Duties.  

however today my tracking has flagged up as it’s held by customs.  Normally this is what shows when I’m about to get a customs charge but considering I’ve already paid near $100 in charges already I’m not sure why I’m going to be hit for more, and I’ve never had extra charges after  paying the charges up front so no idea why this package is held.

Doesn’t help that eBay use DHL and they’re impossible to speak to on the phone to try and understand the issue or find out more that way….

I didn't realize that EIS used DHL.  The package is already in the UK and being assessed by customs there? Or is being assessed by customs at the EIS hub in the US?
