buyer is interested in purchasing an item I have for sale. The buyer insist that it is not allowed to ship to California. I can’t find anything on the subject so far the purchases are on hold. I would appreciate any feedback to allow the sale to take place

eBay's messaging can be glitchy. I suspect that even though the message is specifying California, you'd get a similar message for whatever state the potential buyer lives in.
You need to go back to the listing and double-check the weight and dimensions that you entered. There's a strong possibility that you set up an impossible combination, such as entering dimensions that are too large for the service that you specified. (For instance, Priority Mail with a package length-plus-girth over 108 inches.)

The only other thing I can think of is this perspective buyer may have a few non paying strikes on their ID and cannot purchase anything on eBay due to this reason. Just a thought. 🤔

This is exactly what the problem is. This is what I see for the listing. I am in VA and I cannot purchase the item either. Shipping information needs to be added to the listing, package dim's, weight and carrier information. Until then not sure anyone can purchase the item.

Something seems off.
If the buyer is in California and they know the item cannot be shipped to California, why would they be interested in buying it? It is as if I know it is against the rules to send it to me, but can you send it to me anyway.

If I want something that California says I shouldn't have, I figure I need it EVEN MORE.
If he's lived here for more than a few months, he knows how to get stuff here.
He doesn't need to, nor should he ask someone else to break the law for him ... those of us who live under the yoke of socialism know how to get around the system.

The OP's listing which offers shipping to many countries does NOT include a specific shipping charge to ANY location.
I'm not sure how it was even possible but maybe when the OP revised the shipping on February 19th they wiped out ALL the shipping information. Normally eBay would not even allow the listing to be done without any shipping specified.
My only guess is that they originally had a shipping charge when they first listed and then when they revised on the 19th they deleted all the shipping info.
As it stands now no one anywhere on planet earth can actually purchase the item.
It has absolutely nothing to do with California rules, bad peanuts, scams or any of the other theories that have been posted. It's simply no shipping specified at all thus it can't be bought by anyone.
Perhaps the OP wanted to offer free shipping but instead of revising to that they ended up offering no shipping.

That item won't ship to Oklahoma either.
You need to edit the listing and fix the shipping section.

I checked the listing and there are no shipping options... no carrier, no weight or dimensions. OP seller needs to add all that

You can move on but no one in the US will be able to buy that listing until it has been fixed.

You received several correct responses @jaca139378 and I don't know why this is still being debated or questioned:
- The shipping on that listing does not specify a shipping cost to any location.
- The listing needs to be checked as to the service that's being offered. It's possible the size and weight of the item are not compatible with the service chosen.
Expect to never sell that sign until/unless you correct the listing. If you want help, post a screenshot of the shipping section of the listing form that includes weight/dimensions/service.

It is because your listing’s shipping section needs to be revised.
It has NOTHING to do with the buyer. It has nothing to do with the buyer having no history.

I used a router service that allowed me to try various states and countries. All state the same thing: "ask seller for a shipping quote" and "seller does not ship to your state", this despite trying various states.
I'm surmising something is wrong with your listing. I would redo the listing.
