When printing a label for a three-pound item being shipped parcel select, is there an option to select for "hold for pickup" before printing the label?

You should be using Priority Mail.

@lmf38 If you want to do "hold for pick up" you would have to either print your label through the click-n-ship service on the usps.com website, use stamps.com or you can buy your postage at the counter. Also hold for pick up is not available for parcel select packages. But at 3 pounds with the online priority mail rate at usps.com it will either be a few cents cheaper or just a few cents more than using parcel select.
