Don't buy from China. Don't sell stuff you don't have onhand that's located in China.

FYI, just a heads up on a shady practice that Chinese sellers like to pull...
You may get something in the timeframe advertised, but it may not be the item you ordered. Often times these sellers simply send a thank you card. Thing is, that card will have the same tracking number provided to you in your purchase history, so they are covered in Item Not Received cases.
If that happens, do not file such a case. File the Item Not as Described instead. And retain that evidence in case you need it to back up your case.

Good advice. We see that scam way too many times and have seen the mistakes people make by filing the wrong claim...

They should have a pop up warning when filing INR cases, "Did you order your item from China?"
(I know, it'll never happen)
Then again, they should have a pop up when placing the order from China in the first place, "Are you sure you wish to order from China?" lol

Next, they would need to work on these sellers lying about item location.

Yeah, it doesn't take very long looking on the boards to notice how many issues people are having, but it doesn't seem to phase anybody.
Kinda like a hot stove, if you see ten, twelve, twenty people burn themselves on it, would YOU then go ahead and touch it?
Many still do, and all we can do is stand here and offer them an ice pack and shake our heads.
