Is this not possible if you don't use eBay return labels?
If a buyer falsely claims an item was “not as described,” we’ll protect you on eligible transactions. We’ll reimburse your return shipping label cost up to $6 per return. You’ll receive the return shipping label credit on your monthly invoice and we’ll automatically remove any negative and neutral feedback, defects, and open cases in service metrics.

Filing the False Claim is what triggers the $6.00 credit. That should appear regardless of the method used to pay for the return label.

I'm mainly curious because I've never got one but i don't use eBay labels.
I have reported a few abuses.
In the writing it says "up to 6" which i read into them being able to see a value in order to issue it.
I'm not sure if free shipping listings that use off ebay return labels will generate a fee credit for me.
