So, ebay is switching to showing discounted shipping rates. In addition to this are they going to stop the practice of charging me a % of the shipping in addition to the % of the sale they already take?

Well op out of it and explain why.
I am ok with it if eBay wavers their 13.25% fee for the eBay purchased shipping.

I just opted out. Don't know if that will "stick" though. I gave the "I don't want to change..." reason.

No. eBay will still charge the 13.25% FVF on the shipping. They just want the sellers to eat the fees and also give the buyers the discounted shipping rate that helps sellers pay for boxes, fees, supplies etc.
If you don't want to do that you can opt out or as I did go to a flat rate shipping model.

No, eBay will not stop charging fees on shipping @thewordspinner77 .
Not all sellers are being opted in. If you receive the eBay message there will be a link in the message to opt out, but to make it even easier:
If you are opting out before the May 13 deadline you can do so using the link on the Seller Center page:

If you miss the May 13 deadline, then you will have to opt out after this goes into effect May 15 on your Shipping Preferences page: https://www.ebay.com/ship/prf
