Buyer opened a case 'item not received' 74 days after I shipped it.
My interpretation of ebay policy for an international 'item not received' is that a buyer can report it no later than the 30th day after payment date or estimated delivery date. Is this correct? Because my international buyer opened an item not received 74 days after I shipped it. Here is what my research found:
eBay Money Back Guarantee timelines:
Item not received
A buyer can report in My eBay that they didn't receive an item once the item's latest estimated delivery date has passed, and for 30 days after the latest estimated delivery date.
Latest estimated delivery date
When we have no information about the actual delivery date, we use the latest estimated delivery date. When we have no estimated delivery information, we consider the latest estimated delivery date to be 7 days from payment date for transactions between a buyer and seller in the same country, and 30 days from the payment date for buyers and sellers in different countries.
Why would eBay allow a case to be opened outside of their own timeline rules?
Can I win this case based on the timeline criteria?
Is my interpretation of eBay money back guarantee incorrect?

If the estimated delivery was 45 days and they filed on 74 days that's day 29 that they filed which is within the allotted time allowed

What was the estimated delivery date of the package?
74 days does seem crazy long, but crazy is known to happen.

Ebay gives them 30 days from the last estimated delivery date to file a claim.
Pay Pal gives a buyer 180 days to open a claim.

Where was the item going and from where? I have an item I won on November 8, 2017; the last estimated delivery date is January 2, 2018.

From the US to Chili. Longest delivery date is 45 days from purchase date with a 1 day handling time.

I just counted the days on the calender and the longest estimated delivery day was 42 days (6 weeks) and they filed 74 days later, so that is the 32nd day.

to Chili from the US, they give a maximum of 6 week delivery

no, because it is not specified as such in the estimated delivery times nor in their MBG policy, at least that I could find
