I shipped a jacket I sold to the address in KY and USPS confirms delivery of 9505513439780003413835 on 01/06, however my buyer never received the item and Pitney Bowes, eBay's shipping subcontractor, claims they never received it. As a result I have refunded my buyer for item 254463582010.
How do I either get compensated for my item or get it back?

You should not have refunded them. Once it reaches the Facility (only has to show delivered by tracking), Ebay is responsible for refunding the buyer. Global shipping requires that either you or the buyer contact Ebay. You can still call Ebay and ask them for the reimbursement. I cant say if it will happen though.

You need to call Ebay and tell them it was shipped using the GSP and tracking shows it was delivered to Erlanger and they should take care of you.
