Flat shipping rule AND Promotional Shipping Rule

Is it possible in a listing to have a flat shipping rule where shipping for the first item is $1 and $0.25 for each additional item with a maximum of $3.75 - AND - a promotional shipping rule where shipping is free if the buyer spends more than $20?

 

Basically, the maximum shipping cost the buyer will pay is $3.75 but if they spend $20 or more, shipping will be free.

I doubt it, but good luck. I know you can do the dollar and the quarter, but not so sure about the 3.75 and the free.

What I do is put a comment in my listing that I will combine shipping for multiple items purchased if they contact me before paying, so I can apply the combined shipping. You could add that entire line about your shipping discounts to your listing.
