The first class shipping option is no longer available for large envelopes under 16 ounces. Why is it gone? Does anyone know?

The weight limit for First Class flats (AKA Large envelopes) is 13 ounces.
The option to set up a listing that offers First Class flat postage seems to currently be available on most versions of the listing form, but eBay does not sell postage labels for letters or flats, only for packages.
If you can't find the option to set up a listing with calculated postage for a flat, you can set up a listing that charges buyers a flat rate for the generic "Standard" postage, since it doesn't vary by the buyer's location. You can look up the postage cost in these sites:

That's true if the OP is referring to First Class packages, but I think they might be looking for the "Large envelope" option.

If you're looking for the untracked First Class Large Envelope / Flats option @annjohns79516 , make sure your package dimensions and weight do not exceed the limits.
