I send a package back to China which was worth 249.00 it is a cell phone. I tracked the package and it say in transit I did this a couple of times. So I get a message from eBay today and tells me that my case was closed because seller has not gotten the package it's been since June, 2017, so cannot refund my money. I cannot file a claim with USPS because don't do international claims, so can somebody tell what I can do.

Unfortunately, there may be nothing you can do if you didn't buy package insurance. You could keep contacting the seller to see if they receive it, and call eBay to see if they'll do anything.
