Cannot get eBay Discounts on UPS Marketplace

I am having problems with rates on UPS Marketplace being a lot higher than shown by the eBay shipping calculator.  I believe its because UPS is not giving me the eBay discounts, even though my accounts are linked.

Since my listing selected UPS, when I click the "print shipping label" button on eBay, it takes me to an eBay landing page with 3 steps:

1. Sign up for UPS Savings Program for eBay sellers
2. Link your UPS Marketplace account to your eBay account
3. Print labels

The problem is that I cannot complete step 1, it just takes me to my account on UPS and asks for a discount code which I do not have.

I have made calls to eBay, tried calling UPS, but nobody is able to help me. My only option was to print my shipping label in PayPal but the discounts there were not as high as indicated in the eBay shipping calculator.  I have lost money over this now as I had to eat higher than invoiced shipping charges.

Can anyone point me in the right direction?
